Most of the students may not be able to afford to bear the expensive fees which is required to pursue education in some colleges. These students may not have the merit to get into colleges based on merit scholarships. Their scores in SAT and other such standard tests, which are used to determine the scholarships, may not be up to the mark with the toppers.
